the traffic which is now carried by Steamers and which is essential to the success of the line, especially when the Rail- -way is in a position both as regards Rolling Stock and Roadbed to offer a fast and satisfactory service to the Public. There- -fore, while we are prepared to make a temporary trial with your rates, we adhere to the opinion that the rates and the division of them between the British and Chinese Sections as put forward

at our last meeting are both sounder in principle and necessary economically. In that spirit of compromise demanded by what we

believe to be the true interest of the Line we are nevertheless prepared to admit your rates provisionally on the condition that our rates are also inserted as shown in the attached tables. The

rates will then be called the maxima and minima, to which we

agree to work as circumstances and the conditions of traffic down demand, and to be applied as experience justifies. This is, as you are ware quite in accordance with Railway practice the

world over.

5.

An Agreement on this point will then settle a third General Principle and the detailed arrangements to give effect to the above are chiefly matters of accounting and Railway practice, which may be left for future discussion and be embodied finally into a working form, which after sanction will be a guide to the Traffic Officers of the Railway.

We shall be glad to learn at an early rate

that you concur in the terms of this letter.
